Instructions
Combine the potatoes, bacon, scallions, and cheddar cheese. Mix well.
Mix all remaining ingredients, wet then dry, until incorporated fully.
Grease mini muffin tins and fill with mixture.
Bake at 350 for 12-15 minutes.
